I've always felt that pay and conditions were too heavily focussed on time spent at work and not the productivity of an individual. Recent studies have shown that a reduced working week (without a reduction of pay) can increase productivity if done correctly. For an example please read the New York Times article found at https://www.nytimes.com/2018/07/19/world/asia/four-day-workweek-new-zealand.html

I believe this type of 'outcome focussed' model would greatly benifit the APS, not only in a productivity, but also create a happier and healthier workforce.
