My thoughts on the regular changes are that the Public service is somewhat being brought into the here and now but mostly is used as a budget cost cutting tool. Never at any time is funds put back into the Public service to invest in it but taken from it consistently and its employees. There is more than technology and the brains behind it needs to be preserved and rewarded. If outsourcing continues you will lose all the gems that train and educate and the public will miss out on advice they need and the service will die out.
The public service needs to be above budget saving measures to bring it back to the black. Human jobs matter and their expertise is what makes it great.
