In its current state the APS is a mixed bag of administrative clerks, technical officers, and research analysts. Thus communication within an APS agency breaks down often. Beside, relationship among government agencies, and that between government agencies and private entities also suffers. It is clear administrators - no matter how highly classified in the APS hierachy - cannot understand fully private technically oriented contracting or consulting firms for effective communication in their dealings and negotiations; and this leads to waste of time, resources and frequent costly but unnecessary expenses incurred by the APS.
We, therefore, propose the division of the APS into three separate streams of servants: the administrative stream, the technical stream, and the research stream. The three streams will cooperate in APS businesses. In such a way, the APS will make the best use of public servants' brain power, technical skills and administration and management ability.
Public servants belong to each stream will be classified and promoted in accordance to the ability, experience, competence, diligence their stream requires with minimum bias from directives people in other streams.
As for managers (SES heading a branch of an agency) I think that a branch manager should head at least three sections of different streams will have to be competent in at least two of the streams required by the branch and a working knowledge or experience in the third stream.
I strongly believe the above structure will reduce wastage, duplication, inefficiency in daily APS operations and improve effectiveness of of various government programs and projects.
